The sanctions apply for public areas in residential houses, streets, court-yards, parks, train stations, night clubs and the like. The parents of the children found by the police to be in sanctioned places could be liable to the fine of up to two minimal monthly salaries.

Also the administration of the amusement institutions found to be hosting teenagers at night time will be held responsible. For them the fine is established at 10—15 minimal salaries (30—100 minimal salaries for legal entities i. e. owners of night clubs, restaurants etc. proved to have known about violations). The regional government that was the initiator of this law believe that these changes could lead to decreasing the level of juvenile delinquency in the region.
